Collecting is usually a process of selection. The collector identifies the object of their desire and acquires it, thereby marking it out as special, unique, important. Almost all collectors have to operate this way because they lack the resources or the opportunity to form complete collections in which one of every conceivable item that might be included is actually acquired.
Legal Deposit is the exception that proves the rule. In force since 1903, Legal Deposit is a legally mandated responsibility for publishers in Aotearoa to provide the National Library of New Zealand with two copies of every book published. One of these copies is collected by the New Zealand and Pacific Collection of the Alexander Turnbull Library. Since 12 August 2006, Legal Deposit has been extended to include copies of all electronic publishing, from music to film to websites.
