Public Lending Right Advisory Group

The newly established Public Lending Right (PLR) Advisory Group provides advice to the National Library of New Zealand on policy and administrative matters affecting the PLR scheme. The group is an advisory body, not a decision-making body.

The Public Lending Right (PLR) scheme replaces the now disestablished New Zealand Author's Fund. The scheme provides annual payments to New Zealand authors in recognition of the fact that their books are available for use in New Zealand Libraries.

The administration transferred from Creative New Zealand to the National Library of New Zealand earlier this year.

At its first meeting in September 2009, the PLR Advisory Group established their Terms of Reference and nominated their Chair, Dr Philip Temple.

The Advisory Group intends to seek advice on the issues around digital publishing for discussion at their next meeting in March 2010.

The members of the Advisory Group are Dr Philip Temple and Liz Allen from New Zealand Society of Authors (NZSA), Allison Dobbie of Library and Information Association New Zealand Aotearoa (LIANZA), Kerry Harvey from the Ministry for Culture and Heritage (MCH) and Lis Morgan from the National Library of New Zealand (NLNZ).

Appointment to the Advisory Group is for a fixed term of up to five years, and appointments may be renewed. The Chair will be elected for a period of two years.

The Public Lending Right Advisory Group must meet at least once every two years. The National Library of New Zealand will provide secretariat support to the Advisory Group.
